Duties Description Office Support Activities:
• Performs various administrative duties, including but not limited to managing various business mailboxes, help develop infographics for audit reports, etc.
• Develop and implement a records management program for the Admin unit, both electronic and physical.
• Reviews equipment and spaces needs and prepares space utilization plans for Albany Office.
• Management of SGA seating reservations for field staff, including maintenance of available cube inventory at 110 State Street and 59 Maiden Lane, implementation of monthly reservation spreadsheets, answering staff questions about cubicle reservations, and escalating staff issues to management.
• Maintenance of SGA location sheet, including updating staff schedules, and answering questions about application features.
• Addressing staff requests for peripheral equipment
• Providing support for various other SGA/OSC applications
Performs Staff Services for Executive Staff and Program Managers
• Conducts special studies and research about issues/programs and prepares reports and recommendations.
• Analyze data and prepare reports on Division performance using data from SGA’s Project Tracking System. Reports address issues such as time in field work, report processing time, and cost savings. Monitor accuracy of data to ensure to ensure analysis are accurate and complete.
• Prepare reports on outstanding agency responses and problems identified in the audit log report and division compliance with mandated audits.
• Assist with monitoring staffing levels and ratios to facilitate staffing decisions.
• Prepares written materials, including brochures, reports, and other material, about programs.
• Administers the Freedom of Information Act by reviewing requests for information, locating material requested and determining if it is available to the public in accordance with the law, and forwarding the material to the requestor.
• Clarifies and interprets policies and procedures and assures policies and procedures are available for and sent to affected individuals and programs.
Purchasing of goods and services
• Responsible for the purchase of goods and services in SGA’S Albany Office, either with P-card or Purchase Request.
• Locates sources for goods and services.
• Prepares cost/benefit analysis of goods and services.
• Resolves problems with vendors
Assists in preparing and administering the annual budget and financial plan
• Assesses annual financial needs and proposals.
• Discusses and clarifies proposals with program managers.
• Obtains and develops information to plan, prepare, and justify proposed and projected expenditures.
• Prepares recommendations, summaries, and justifications for submission to Finance Office.
• Prepares an expenditure plan and modifies the plan as program needs change.
• Maintains financial records to monitor and control expenditures.
Backup for human resources activities in SGA
• Initiates and prepares requests to fill vacancies.
• Reviews requests to fill vacancies to determine if they are in accordance with approved staffing plans and prepares justifications to fill vacancies.
• Obtains and reviews credentials, references, and other documentation to support transactions and decisions about hiring and promotion.
• Prepares job descriptions and justifications to support classification requests.

For appointment to the Administrative Specialist Trainee 1, equated to SG-14, you must have:
• A Bachelor’s or higher degree
For appointment to the Administrative Specialist Trainee 2, equated to SG-16, you must have:
• A bachelor's degree and one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
For appointment to the Administrative Specialist 1 SG-18, you must have:
• A bachelor's degree and two years of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Competitive Minimum Qualifications
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Transfer:
For 52.6 and/or 70.1 transfer to an Administrative Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Traineeship salary information:
The position may be filled at the Administrative Specialist Trainee 1 equated to SG-14 ($53,764), Administrative Specialist Trainee 2 equated to SG-16 ($59,994), or full performance Administrative Specialist 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Administrative Specialist 1 SG-18 following successful completion of the traineeship.
