Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.

As a Data Quality Lead, you will be an integral part of the data governance strategy at DFS. You will be responsible for working with the Business Unit(s), enterprise Data Governance team, and Technology, among others, to drive data quality efforts. This role plays a critical part in driving transformation of data, business processes and practices within DFS, in alignment with the overall enterprise-wide strategy.

Duties include, but are not limited to, the following:
• Implements data quality monitoring framework across Divisions/Business Unit(s) and improves overall data quality of the Divisions’ data.
• Identifies the requirements around data quality (rules, business controls, metrics, targets, dashboards, etc.) and works with Divisional data stakeholders (data stewards, data owners, etc.) and Technology to implement those.
• Acts as lead on data quality tech capabilities/tooling and drives adoption of data quality/data governance data platforms/tools across the organization.
• Leads the work to improve data ingestion capabilities to improve overall data quality and to perform data quality analysis.
• Collaborates with Divisions/Business Unit(s), data stakeholders and technical experts/IT to drive business process & workflow improvements which enhance data quality.
• Drives enterprise-wide/X-divisional data quality projects.
• Oversees Divisional data quality initiatives, provides monitoring and oversight and suggestions to improve overall data quality.
• Defines data quality workflows/how-to’s for data stewards to utilize in their data quality management activities.
• Acts as the data quality SME and provide input/guidance to Divisional data stakeholders (data stewards, data owners, etc.). Collaborates with Divisions/Business Units to understand their data needs and create trusted/approved datasets.
• Partners closely within others in Data Governance Unit as an integral part of overall data governance program execution.
• Develops data quality policy/procedure documentation, guides, how-to’s, reference materials, etc.; contributes to enterprise data policy as needed.
• Contributes to enterprise data governance program’s metrics and reporting, training, and communication initiatives.
• Participates in data governance forum(s) as needed
• Other duties as assigned

Minimum Qualifications Preferred Qualifications

Experience in one or more of the following:

• Data Governance or Data Management, Data Stewardship, Data Analytics, Statistical or actuarial analysis, Data and/or Information Security, Metrics and Reporting, Internal Controls and Process Re-engineering, Financial Risk Management, Project Management

Experience implementing or utilizing one or more data governance platforms (Informatica, Collibra, etc.) is highly desirable.

Appointment method: Candidates must meet the minimum qualifications listed below in order to be eligible for appointment.

Non-Competitive: A Bachelor’s Degree in accounting, actuarial sciences, auditing, banking, business, business administration, business and technology, commerce, computer information systems, computer science, consumer sciences, criminal justice, cyber security, econometrics, economics, finance, financial administration, health, health administration, information systems, information systems engineering, information technology, internal controls, international or public affairs, law, market analysis, mathematics, public administration, public policy, risk management, statistics, taxation, or technology and eight (8) years of financial services experience with:

1) a regulated entity who has a regional, national and/or international presence; or 2) a governmental regulatory entity. This experience must include practical and technical knowledge about State, federal and/or international financial services laws, rules and regulations. Three (3) years of the experience must have been at a managerial level.

Substitutions: A J.D. or a Master's Degree may substitute for one (1) year of specialized experience; and a Ph.D. may substitute for two (2) years of specialized experience.

Salary: The starting salary for this position is $145,754 with periodic increases up to $176,123

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.

Appointment Status: Contingent Permanent

Appointment to this position is pending Governor Appointment’s Office and Division of Budget approval.
