Duties Description The Environmental Chemist 3 with the Bureau of Air Quality Surveillance in Rensselaer will be responsible for the supervision and coordination of analytical and administrative activities for the Laboratory Services Section at SUNY East Campus, Rensselaer. Specific duties will include, but not be limited to:

•The direct supervision of Laboratory Services Section staff, comprising of professional and technical titles including Chemists and Research Scientists.

•Oversight of the operation, repair and maintenance of the PAMS Auto-System GCs and Picarro HCHO analyzers in the field in NYC and Long Island.

•Providing QA oversight for data generated by staff in the Laboratory Services Section.

•Coordinating the maintenance, repair, calibration, inventory control, and distribution of all air pollution monitoring equipment (analytical equipment and samplers) operated by the Laboratory Services Section.

•Preparing and approving all travel plans and associated expenses for staff travel. Travel as necessary to supervise the repair and installation of Air Toxics and PAMS equipment at monitoring stations.

•Preparing and/or approving all reports generated by the Laboratory Services Section including data reports, budgets, grant work plans, QAPPs, SOPs, and monthly reports.

•Scheduling and coordinating purchasing parts and new instrumentation for PAMS and Air Toxics programs.

•Coordinating the operations of special projects requested by the Division, including the set up of temporary toxics monitoring sites, along with the scheduling and evaluation of methods for these sites.

•Advising the BD and Division of laboratory ability and availability for new or expanded operations.

•Participate in conferences and meetings related to laboratory operations and instrumentation. Maintain awareness of federal actions, particularly regarding VOCs, NATTs, PAMS and pesticides.

•Serve as a technical resource for the Division.

•Participate in management team meetings.

•The incumbent must have a valid driver’s license.

ESSENTIAL FUNCTIONS:

Must be capable of administering, directing and supervising a section of analytical scientists who specialize in air quality analyses.

The incumbent must be able to oversee the installation, operation, and maintenance of advanced in-situ instrumentation at field locations at any location within the State.

Must have excellent communication, supervisory and strong management skills. Incumbent will have to present findings to State and National audiences.

The incumbent will have to participate in the Division’s work planning effort which requires knowledge of the program and its history, good organization skills and working relationships with other managers in the Division.

Must possess a working knowledge of standard and higher-level Department and Division computer programs including data logging and processing software from Agilent, Waters, and DR DAS.

The incumbent must have and maintain a working knowledge of expanding technology including Gas Chromatography Mass Spectrometry (GC-MS), Scanning Electron Microscopy (SEM)/ Energy Dispersive Spectroscopy (EDS), and Microscopic Fourier-Transform Infrared Spectroscopy (FT-IR).

The incumbent must be able to represent the Department at meetings, conferences, public hearings and seminars as required. The ability to travel on short notice and public speaking skills are important.

The incumbent must be able to interact effectively with the general public, government and other outside entities.

Minimum Qualifications Reassignment -

Currently in the title of Environmental Chemist 3 and an employee of DEC or

Reinstatement Eligible –

Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
