Duties Description Incumbent will be responsible for a variety of duties within the Bureau of Budget Management/Grants Management Unit. These duties will include but not be limited to:
• Assist in the review, coordination, analysis, and monitoring of existing and upcoming grant opportunities, including the Federal Substance Use, Prevention, Treatment and Recovery Services t (SUPTRS) Block Grant and other discretionary grants; provide overall back-up support for grant activities; monitor and track grant spending and procurement activities, in coordination with the Bureau of Procurements and Contract Management.
• Ensure one-time and recurring grant applications and required benchmarks, extension requests, and required reports are completed on time.
• Monitor proposed/enacted regulatory actions that may affect grant funding.
• Work closely with Federal awarding agencies (e.g., the Substance Abuse Mental Health Services Administration (SAMHSA)), the Research Foundation for Mental Hygiene (RFMH), and OASAS fiscal and program staff to schedule meetings, coordinate contract activities, follow up on outstanding items, and track grant status.
• Respond to State and Federal audit and information as well as requests from the OASAS Executive Team, the NYS Division of the Budget, and Federal agencies on grant activities and status.
• Contribute to grants policy recommendations and assist in drafting grant overviews, guidelines and policies.
• Develop and maintain procedures for recurring grant activities.
• Other assignments and duties as needed.

Minimum Qualifications Permanent status as an Associate Budgeting Analyst and interested in transfer; OR reachable for permanent appointment on the current Civil Service eligible list for Associate Budgeting Analyst; OR eligible for transfer via Section 70.1 or 52.6 of the Civil Service Law.

The salary range listed in this posting/canvass reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
