Duties Description The Auditor 3, under the general supervision of the Director, Division of Gaming, is responsible to plan, direct, and monitor the audit and examination of accounting records, financial reporting, accounting and wagering systems, and application platforms of organizations under the regulatory jurisdiction of the Division and perform other compliance reviews and audits of gaming operations of regulated licensees. As this role resides within a newly formed unit, the Auditor 3 will have a significant role in shaping the future of the compliance audit team, participating in the hiring process and contributing to the conceptualization of the team's responsibilities and focus areas. The Auditor 3 shall supervise the Division of Gaming compliance audit staff, reviewing audit work and providing guidance to the staff.
Specific duties include, but are not limited to:
• Perform a full range of supervisory duties including the planning, assigning, and evaluating work for a team of auditors.
• Develop, draft, and update policies and procedures for the audit and review of financial reports and wagering systems of commercial casinos, Indian Gaming casinos, video gaming facilities, mobile sports wagering platform providers and operators, and interactive fantasy sports licensees.
• Establish and execute an annual audit plan while determining audit priorities and assignments to staff to meet priorities and workload.
• Coordinate with Division management, Gaming Operation Inspectors, and other staff to assist/perform compliance reviews in collaboration with program staff.
• Perform final and qualitative/compliance reviews as necessary.
• Assist in the analysis of complex financial information and compilation of data.
• Prepare audit findings and reports.
• Research compliance issues and answer technical questions.
• Coordinates with Division staff to identify issues and needs that could benefit from audit staff review.
• Provide leadership and training to staff in addressing new or difficult audit issues.
• Perform other compliance audit duties and functions as necessary.
Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Auditor 3
OR
Eligible List Appointment: Reachable for appointment from the current Auditor 3 eligible list
OR
Transfer Qualification: Candidates must be a current New York State employee eligible for transfer via Section 70.1/52.6 of the Civil Service Law.

• Proficient in Microsoft Excel and Office

• Ability to understand, analyze and explain data and statistics

Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
