Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of the Chief Executive Officer, the Information Technology Architect 3 (Solution) will provide strategic leadership within an assigned Office of Information Technology division. The position will directly supervise a team composed of Information Technology Architect (Solution) 1’s and 2’s. Leading the division's Solution Architecture projects, the position will drive NYS agencies’ innovation and growth, ensuring their business problems are effectively met with efficiently implemented IT systems and software solutions. The incumbent of this position will work closely with executive agency stakeholders to evaluate business requirements, and enterprise architects for strategic direction to design the software applications and IT services delivered by the solution development team. The Information Technology Architect 3 (Solution) will support the mission of all NYS agencies, addressing their business needs and fulfilling the demands of their users with well-prescribed, custom-fit, and security-compliant software, hardware, and infrastructure solutions. The position will improve NYS agencies’ solution architecture models, reviewing and analyzing NYS’ solution infrastructure, planning future solutions, and implementing solutions to solve business problems for agencies and their users. The incumbent will make solution technology decisions, supervise the implementation of IT solution designs, and develop high-performance solution architects.
Duties include, but are not limited to, the following:
Strategic Leadership:
• Serve as the Chair of the NYS ITS Solution Architecture Board (SAB), guiding solution architects from client agencies of ITS.
• Lead the development and management of the Solution Architecture program, working with a team dedicated to state-wide initiatives.
• Formulate and implement statewide solution management technology policies and standards.
• Oversee the creation and enforcement of solution architecture standards and procedures.
Operational Excellence:
• Conduct strategic solution management technology evaluations and manage proof-of-concept projects.
• Offer strategic solution architecture guidance to the division and client agencies within ITS.
• Collaborate and oversee the ITS solution architecture modeling suite, ensuring seamless integration with the ITS Service Management System, as needed.
Governance and Compliance:
• Oversee subordinate Solution Architects’ review, assessment, and tracking of solution architecture technology exception requests. Delegate assignments to subordinate Solution Architects.
• Oversee the maintenance of the Solution Architecture Manual and the ITS Technology Service Catalog.
• Ensure compliance with relevant and applicable solution architecture regulations and industry standards.
Advisory and Support:
• Analyze plan to procure (PTP) requests, providing assessment, guidance, and recommendations.
• Administer the Desktop Software Lifecycle Registry and the Application Inventory.
• Support business solution, solution architects, and service owners in Business Application Solutions, Infrastructure, and the Shared Platform Services with mentoring and guidance.
• Perform the full range of supervisory duties.
Strategic Development:
• Collaborate across ITS Divisions and Bureaus to maintain and evolve solution architecture technical roadmaps.
• Establish and uphold solution architecture technical standards that drive consistency in innovation.
• Work with operational teams to develop business metrics that support and enhance New York State's information technology solution architecture security and strategic initiative alignment.
• Provide technical recommendations throughout the solution architecture lifecycle.
Minimum Qualifications EMPLOYMENT:
• Nine (9) years of broad information technology experience, demonstrating a comprehensive understanding of software engineering, IT solution project management, IT solution architecture, network administration or other IT solution-related specialty and its application within large-scale organizations.
• Six (6) years of specialized experience in information technology solution architecture, design, software development, or project management.
• Three (3) years of supervisory-level OR one (1) year of managerial-level experience, leading and developing information technology solution architecture programs.
EDUCATION/EXPERIENCE SUBSTITUTIONS:
Earned college degrees in computer science, software engineering, information technology or a related field of study may substitute for the specified years of broad IT experience as follows:
• Bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science, software engineering, information technology, or related field substitutes for three (3) years of general information technology experience; any bachelor’s substitutes for two (2) years of general information technology experience.
• Associate degree with 15 semester credit hours in computer science, software engineering, information technology, or related field may substitute for one (1) year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science, software engineering, information technology, or related field may substitute such credits for one (1) year of general information technology experience.
• Master’s degree or higher in computer science, software engineering, information technology, or related field substitutes for one (1) year of general information technology experience.
PREFERRED QUALIFICATIONS:
• Preference for candidates holding relevant IT solution management-industry certification, such as Certified Information Systems Security Professional - Architecture (CISSP), Professional Cloud Solutions Architect Certification, SCRUM Master, The Open Group Architectural Framework (TOGAF), and Virtualization Council Master Infrastructure Architect Certification.
• Knowledgeable about all phases of the software development life cycle and solution delivery for web, client-server, and cloud-based systems.
• Good knowledge of modern software engineering principles and best practices.
• Experience developing IT and cloud infrastructure.
• In-depth understanding of one or more coding languages.
• Strong leadership skills with experience in mentoring and developing teams of technology solution architecture professionals.
• Excellent analytical, strategic planning, and execution skills.
• Proven experience in fostering innovation and driving technological solution advancement in alignment with business goals.
• Experience in collaborating across multiple organizational levels and departments to drive consensus and deliver results.
• Exceptional communication and interpersonal skills, with the ability to engage effectively with a diverse range of stakeholders.
• Knowledge of integrating security, compliance, and regulatory standards into IT solution architectures.

• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
• Appointment to this position is not final until all agency approvals have been granted.

Positions located in New York City, will receive an additional $4,000 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $2,000 adjustment location pay.
