Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of the Information Technology Architect 3 (Cloud), the Information Technology Architect 2 (Cloud) will be responsible for designing and overseeing the implementation of cloud management technical solutions that meet business needs while adhering to all policies and standards. The position will collaborate with cross-functional teams to analyze requirements, architect solutions, and ensure successful delivery.
Duties include but are not limited to the following:
• Design end-to-end cloud management technical solutions that address business requirements and align with cloud management architecture principles and standards. Develop solution architectures, technical specifications, and system designs.
• Provide technical leadership and guidance to project teams throughout the solution development lifecycle. Collaborate with cloud architects, developers, and other stakeholders to ensure alignment with architectural best practices.
• Work closely with user experience, business analysts, and business stakeholders to gather and analyze requirements. Translate business requirements into cloud management technical solutions, considering factors such as security, scalability, and high availability of the cloud environment.
• Evaluate new and emerging technologies to determine their suitability for inclusion in a cloud management technical solutions catalog. Conduct proof-of-concept evaluations and provide recommendations for cloud management technology adoption.
• Identify technical risks and develop mitigation strategies to address them. Ensure that cloud management solutions adhere to security, compliance, and regulatory requirements.
• Engage with stakeholders at all levels to communicate cloud management technical solutions, gather feedback, and address concerns. Present technical proposals and recommendations to executive leadership and other key stakeholders.
• Collaborate with cloud architecture project development teams to ensure that technical solutions are implemented according to design specifications. Provide technical oversight and support during the cloud architecture project implementation phase.
• Drive continuous improvement in cloud management solution architecture processes and practices. Identify opportunities to streamline processes, improve efficiency, and enhance cloud management solution quality.
Minimum Qualifications EMPLOYMENT:
• Seven (7) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of software coding and programming languages.
• Five (5) years of specialized experience designing, executing, and supporting information technology cloud solutions.
EDUCATION/EXPERIENCE SUBSTITUTIONS:
Earned college degrees in computer science, computer engineering, information
technology, mathematics, or a related field of study may substitute for the specified years of broad IT experience as follows:
• Bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science, computer engineering, information
technology, mathematics, or related field substitutes for three (3) years of general information technology experience; any bachelor’s substitutes for two (2) years of general information technology experience.
• Associate degree with 15 semester credit hours in computer science, computer engineering, information technology, mathematics, or related field may substitute for one (1) year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science, computer engineering, information technology, mathematics, or related field may substitute such credits for one (1) year of general information technology experience.
• Master’s degree or higher in computer science, computer engineering, information
technology, mathematics, or related field substitutes for one (1) year of general information technology experience.
PREFERRED QUALIFICATIONS:
• Preference for candidates holding relevant cloud architecture certification, including but not limited to:
o Arcitura Certified Cloud Architect
o Associate AWS Certified Developer
o AWS Certified Solutions Architect (Professional)
o Google Professional Cloud (GPC) Architect
o IBM Certified Solution Architect
o Microsoft Azure Solutions Architect (Expert)
• Strong technical background with expertise in multiple cloud computing technologies and current computing trends, including but not limited to cloud-based platforms like Azure, AWS, and GCP.
• Broad understanding of coding and programming languages, including but not limited to Java, PHP, Python, Ruby, and JavaScript.
• Experience migrating applications and data to the cloud and managing cloud environments.
• Practical experience with cloud management and monitoring tools, such as AWS CloudWatch and Azure Monitor.
• Experience with databases, including relational databases (MySQL, Oracle) and NoSQL databases (MongoDB, Cassandra).
• Knowledge of various cloud architecture patterns and design principles.
• Good understanding of software development and DevOps processes.
• Strong communication skills, demonstrating the ability to effectively facilitate the contribution of both agency stakeholders and IT specialists, allowing both parties to equally contribute to overall objectives.
• Ability to multitask, managing multiple projects simultaneously, and prioritizing workload.
• Strong problem-solving skills with the ability to troubleshoot multiple complex cloud systems issues, identify the source of problems in a timely manner, and conceive effective solutions.
• Strong critical thinking skills and business-orientation.
o Ability to align business needs with technical specifications.
o Clearly recognizes agencies’ objectives and leverages personal IT expertise, minimizing expenditures and maximizing operational revenues.

Positions located in New York City, will receive an additional $4,000 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $2,000 adjustment location pay.
