Duties Description • Prepare monthly cash and modified accrual basis financial statements for various programs within OGS which entails:
o Run queries and reports and analyze the results.
o Identify fixed assets and prepaid expenses.
o Prepare monthly adjusting entries.
o Reconcile balance sheet accounts.
o Identify, research, and notate material variances.
o Meet with program units as needed to discuss financial statements.
o Issue monthly recurring reports such as Cash Receipts, Aging, and Depreciation.
• Conduct various duties related to accounts receivables. Duties include:
o Work on a team to implement an agency collections process to increase timely receipt of revenue from customers.
o Respond to questions/concerns regarding dunning notices.
o Work with program units to coordinate and resolve requests from customers.
o Maintain customer files to include updated address and contacts for collections.
• Prepare journal entries in the Statewide Financial System.
• Prepare and issue reports and invoices to programs as needed.
• Address internal and external customer inquiries regarding account balances and payments.
• Answer main Accounting Unit phone line and assist callers as requested.
• Cross train on other unit duties to provide back up as needed.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required experience: professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Required degree: must have been conferred a degree in one of the following disciplines - Accounting, Auditing, or Taxation OR any bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
**Senior Accountant level requirements:
• Accountant Trainee 1 (equated to SG-14): either one of the required degrees or any bachelor’s degree with required 24 credit hours.
• Accountant Trainee 2 (equated to SG-16): either one of the required degrees or any bachelor’s degree with required 24 credit hours and one year of the required experience.
• Senior Accountant, SG-18: either one of the required degrees or any bachelor’s degree with required 24 credit hours and two years of the required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 12 or above and eligible for transfer under Section 70.1, or 70.4 of the Civil Service Law.

Successful completion of a two-year traineeship leads to appointment as a Senior Accountant, SG-18.
Please Note: ALL candidates must possess 24 credit hours in accounting, auditing, and/or taxation. Courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES ALONG WITH THE HOURS PER WEEK FOR EACH POSITION LISTED.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
