Duties Description The Office of Mental Health (OMH) is recruiting to fill an Assisted Outpatient Treatment (AOT) Compliance Specialist 2, Grade 25, non-competitive policy influencing position in the Central New York Field Office (CNYFO). Under the general direction of the Director of the Bureau of Community Integration and supervision of the Field Office Director, the AOT Compliance Specialist 2 will oversee Kendra’s Law within the 20 county Central New York region. The incumbent will work independently reviewing each proposed treatment plan suitable for the individual for whom services are being recommended; investigating to see that all court-ordered services are being provided in a timely manner; and determining whether a county meets its statutory obligations under Kendra’s Law. Specific duties to be performed may include, but are not limited to, the following:
Disseminate information on procedures and policies and provides guidance and technical implementation assistance to the County Mental Health Directors.
Plan and conduct meetings of County Mental Health Directors, patient advocacy groups, family members and the general public to discuss procedures.
Monitor specialized individual treatment plans developed by County Mental Health programs.
Evaluate performance of each County, in relationship to cases referred, to determine if referrals were appropriate, if proper case management was assigned and carried out, if individual received appropriate therapy, if supervised living arrangements were provided, and if the individual was provided with education and vocational services.
Receive, review, and forward quarterly reports on implementation from local and County Directors.
Receive and process information regarding the distribution of grant monies available to counties for medication, review grants for each County, and prepare information for County Director’s use in utilizing grant monies.
Identify problems requiring corrective action and coordinates the development and dissemination of guidelines for the negotiation and execution of grant monies with agency fiscal and legal bureaus.
Review County level complaints and grievances to determine validity.
Supervise subordinate staff that assist with AOT duties and responsibilities within assigned region.
Ensure timely provision of services and the utilization of existing services in the assisted outpatient’s community through the designation of a care coordinator (either case manager or ACT Team) for each assisted outpatient.
Review implementation of the court order, monitor programs to ensure quality services are provided in accordance with the court order, and initiate corrective action if implementation is not consistent with court order.
Report all failures of the county in implementing AOT to the AOT Program Coordinator for inclusion in a report to the OMH Commissioner and the court that issued the order.
Enter all relevant data from court papers into OMH/AOT database.
Provide education to recipients, families, providers and legal entities regarding the purpose of AOT services for high-risk/high-need individuals.
Minimum Qualifications Non-Competitive:
Candidates must hold a bachelor’s degree in a health or human services field* and four years of professional clinical experience in a mental health setting, two years of which must have included substantial engagement in one or more of the following: mental health program administration, management, or supervision; or planning, development, or coordination of forensic, community-based, or high-risk/need mental health services. One year of this experience must have been at a supervisory level.
Substitution: a master’s degree in a health or human services field* may substitute for one year of professional clinical experience.
* Examples of Human Service degrees include the following: Community Mental Health, Counseling, Education, Nursing, Occupational Therapy, Physical Therapy, Recreation Therapy, Rehabilitation, Psychology, Social Work, and Sociology; or a degree specifically labeled Human Services.
