Duties Description The Bureau of Enterprise and Data Governance is responsible for maintaining a standardized, repeatable, and data driven environment for the use of data in support of the NYS Medicaid program. This environment aligns with and supports the Medicaid program and Department of Health overall goals. The Bureau of Enterprise and Data Governance shall be responsible for instituting the following core competencies within the Office of Health Insurance Programs: Ensure that shared Medicaid data are complete and accurate; Establish processes related to the preparation and dissemination of data that are transparent and consistent; Confirm relevant decision-making is appropriately risk-informed to improve the data used to support the NYS Medicaid program; Support a “one source of truth” model allowing coherent decision making across divisions responsible for Program, Policy, and Finance. This position will be responsible for leading the Bureau of Enterprise and Data Governance and establishing a core team of data analysts, data scientists, data engineers, business analysts, subject matter experts, project managers, and administrative specialists for centralized activities related to enterprise and data governance in OHIP and DDSA. The Bureau Director will also be responsible for overall strategic data priorities at the Bureau and Division level and supporting priorities at the OHIP leadership level. In addition, the Bureau Director is responsible for establishing a governance framework and data management strategy for OHIP that will formalize efforts to introduce controls, standards, and policy for the use of Medicaid data. Finally, the Bureau Director shall oversee enterprise architecture within DDSA, including leveraging new and emerging technology to advance agency data capabilities, and division operations, administration, recruitment, training, and staff development.

Minimum Qualifications One year of permanent service as a Data Analyst 3 OR bachelor's degree and seven years of experience* in data visualization, and statistical models and data mining tools. Two years of the experience must have been at a managerial level.

*Substitution: A master's degree in data or computer science, informatics, economics, statistic, mathematics, or a related field, may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.

Preferred Qualifications: 10 years of Medicaid experience, 11 years of data analytics experience. Experience in stakeholder engagement, SQL, tableau visualization preferred. 5 years of management experience.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
