Duties Description Real Property and Facilities Management (RP&FM) encompasses the management of Office of General Services (OGS) owned buildings, utilities, parking services, health, safety and security, and asset management and planning. Reporting to the Associate Commissioner the Deputy Director assists with the leadership and daily management of the Office of General Services’ Real Property & Facilities Management Division. Having a staff of approximately 600 employees, the Deputy Director assists with all aspects of the coordination, operations, and management of assigned real property and facilities management programs.

Depending on the assigned programs, typical duties may include, but not be limited to:

• Overseeing Utilities Management and Statewide utilities and energy coordination. In Albany, major facilities consist of the Empire State Plaza Central Air Conditioning Plant, Riverfront Pumping Station, Sheridan Avenue Steam Plant, and the Harriman State Office Campus Power Plant. These facilities provide heating, ventilation, air conditioning, fire safety systems, and auxiliary mechanical equipment associated with approximately 14.5 million square feet of OGS owned office space at the Empire State Plaza and the Harriman State Office Campus.
• Overseeing Asset Management and Planning function which is responsible for OGS’s capital program, construction projects, and facility assessments within the RP&FM portfolio. The various types of projects include preventive maintenance, rehabilitation& improvement, and capital projects valued at approximately$120 million annually.
• Overseeing OGS’s Parking Management program which includes the daily operations and maintenance of the OGS parking system. In addition to daily operations, responsibilities include representation at meetings with stakeholders, State employee unions, and State employees; the development of new programs; expansion of the Parking Management program to all OGS-operated facilities statewide; and development of Zero Emission Vehicle (ZEV) sustainability programs.
• Overseeing the Health, Safety, and Security program which is responsible for the development of health, safety, and security programs and policies on a Statewide basis for OGS facilities. This includes the development of RP&FM emergency management policies and response, and active participation in RP&FM response to emergencies through hands-on, on-site direction and coordination.
• Overseeing the Emergency Management and Planning program which is responsible for the development of emergency plans and preparedness and responding to emergency and urgent issues statewide.
• Representing OGS’ RP&FM with the Governor’s Office, Legislature, other State agencies, and the general public.
• Enforcing rules and regulations, and formulating policy and procedures necessary to effectively operate OGS’s facilities including the development and management of customer/stakeholder relationships, work performance enhancements, and efficient operational practices.
• Making executive-level decisions on behalf of RP&FM in the absence of the Associate Commissioner or Deputy Commissioner.
• Developing clear and concise standards of performance as well as methods to analyze operations and performance.
• Developing and implementing organizational changes to improve the efficiency of program operations.
• Evaluating and assessing the strengths and deficiencies of RP&FM’s workforce and recommending appropriate adjustments/suggestions accordingly.
• Performing program analysis of operations measured against similar large operations, including the preparation of reports and charts for executive review.
• Working with the NYS Inspector General’s Office and the Office of the State Comptroller as needed to provide information and implement any suggested changes.
• Develop RP&FM responses to investigations and audits.

Minimum Qualifications Eleven years* of progressive experience leading or managing a large organization in the negotiation or development of commercial and industrial real property transactions, responsibility for lease and/or construction agreements, and the planning, development, and coordination of policies and procedures for the purpose of achieving short- or long-range goals.

*Substitutions:
• Associate degree may substitute for two years of required experience.
• Bachelor’s degree may substitute for four years of required experience.
• J.D or Master’s degree may substitute for five years of required experience.
• Ph.D. may substitute for six years of required experience.

Preferred Qualifications:
• Critical thinking and crisp verbal and written communication skills.
• A minimum of five (5) years of policy analysis experience.
• Master’s degree desired.
• Well-organized, mission-focused leader who exhibits in their body of work a commitment to integrity and results-based performance.
• Demonstrated success in the transformational management of a large, diverse organization comprised of a wide range of staff competency from entry-level to licensed professionals.
• Comfortable working in a rapidly changing, fast-paced environment; leading and proactively managing work streams.
