Duties Description 1. Program Development: work with internal and external stakeholders to gather information and develop policy, protocol, regulation, an application, tools, a website and system for submission of required materials, such as program application, claims for reimbursement and required documentation, in support of implementation and evaluation of the Living Donor Support Act.
2. Program Implementation and Management: Hire, train and evaluate staff; oversee and facilitate implementation of program policies and protocols; maintain ongoing communication with internal and external stakeholders; ensure adequate program funding on an ongoing basis.
3. Program Evaluation and Performance Improvement: Identify data elements to monitor and institute a data collection and monitoring system; monitor compliance with established policies and protocols, program performance and costs; analyze data, identify opportunities for improvement and implemenation of improvement plans; report out on program implementation and impact.
4. Education and Promotion: Oversee and contribute to the development of educational material for multiple audiences and act as a program ambassador and liaison with internal and external stakeholders.
*Please note, the percentage of time identified for each major function here, represents the first year or two of the program’s functioning. The percentage of time spent on major functions and associated duties will likely shift as the program matures.

Minimum Qualifications Bachelor’s degree and four years of professional experience* in development and implementation of organizational initiatives and/or policies for a health-related organization or health related program. One year of the experience must have been at a supervisory level.


Substitution: J.D. or master’s degree may substitute for one year of the professional experience. Doctoral degree may substitute for two years of the professional experience.

Preferred Qualifications: 1. Two years experience managing and facilitating program implementation; preferably in program start up.
2. Demonstrated ability to work in an environment with frequently shifting priorities, conflict and public scrutiny.1. Knowledge of and minimum 2 years experience working with in a clinical health care position, preferably in the donation and transplant field;
3. Ability to/experience in researching and gather information from various sources, e.g., law, regulation, subject matter experts and stakeholders, compile and translate information gained into external facing regulations and guidance as well as internal facing policy, procedure, protocols;
4. Strong interpersonal, written, and verbal skills and the ability to create and maintain supportive working relationships with individuals and groups within and outside the Department;
5. Strong organizational skills and the ability to adapt to changing priorities and tight timeframes.
6. Ability to/experience in developing and implementing a system for the electronic submission of program eligibility applications, request for pre-payment, claims for reimbursement and communications associated with these processes;
7. Ability to/experience in identifying program performance metrics, maintaining and analyzing program data, reporting out on it, developing and implementing performance improvement plans;
8. Ability to/experience in developing, monitoring and ensuring adequate program budget;
9. Ability to/experience in working independently and with groups; and 10. Experience in hiring and supervision of personnel & their work.
