Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement Services (PIMS) is seeking candidates for an Information Technology Specialist 2 (Programming) position in the Information Security Office (ISO). This Office develops and maintains the security policy framework for NYSED, coordinates with other key business offices involved in risk management for the department and collaborates with peer organizations to share information and solutions to information security challenges.
Reporting to the Information Technology Specialist 3 (Information Security), the Information Technology Specialist 2 (Programming) will support work initiatives in the Information Security Office. The incumbent of this position will support the securing of applications and systems for NYSED and assist with incident response and breach management. Duties of this position include, but are not limited to, the following:
Duties Description:
• Manage level I and level II incident response activities, e.g., alert investigation, incident data collection, and impact assessment and recovery;
• Respond to questions and troubleshoot reported issues from system users, facilitate meetings with internal staff and management identifying and analyzing issues through testing defined approaches for understanding and resolving problems;
• Assist with data governance by reviewing security risk assessments, improving the risk assessment program process, and defining security tasks required for projects;
• Manage the security information event management (SIEM) tools;
• Update and manage the security controls process for systems, applications, and third party partners;
• Assist with the development and implementation and revision of security policies and standards, consistently addressing the most up-to-date security requirements;
• Collaborate with other departments, such as NYSED’s Security Operations Unit and Privacy Office;
• Work with Educational Agencies (EA) on developing a strong security posture and providing Data Security Reviews;
• Applies IT security concepts to help shape, define and/or revise incident response processes while supporting the Department’s implementation of security standards; and
• Perform other duties as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE the open-competitive minimum qualifications for this position. The qualifications are:
• a bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science; OR
• a bachelor's or higher-level degree in any field and at least one year of the experience in information technology; OR
• a minimum of 60 college semester credit hours including at least 15 credit hours in computer science and one year of the experience in information technology; OR
• Two years of the experience in information technology.
PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1 or Information Technology Specialist 1 (Programming).
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2 (Programming).
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. 55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• a bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science; OR
• a bachelor's or higher-level degree in any field and at least one year of the experience in information technology; OR
• a minimum of 60 college semester credit hours including at least 15 credit hours in computer science and one year of the experience in information technology; OR
• Two years of the experience in information technology.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of coursework and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.
This position leads to a maximum salary of $85,138 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
