The duties that the incumbent of the vacancy will be expected to perform. Duties Description The New York State Education Department’s Office of the Professions is seeking candidates for an Investigative Specialist 2 (Professional Conduct) position in the Office of Professional Discipline in Rochester NY. The incumbent will work under the general direction of an Investigative Specialist 4 (Professional Conduct) and will supervise and direct Investigative Specialist 1s. Duties of this position include, but are not limited to, the following:
• Supervise and direct Investigative Specialist 1s in the investigation of allegations of violations of
statutes, rules or regulations by licensed professionals, unlawful practice of a profession by an unlicensed person, the moral character of a person seeking licensure or the background of formerly licensed professionals who are seeking reinstatement of their professional license;
• Assign cases and assist in the development of an overall plan for the conduct of investigations;
• Evaluate information gathered in all phases of investigations to determine the scope or direction of the
Investigation;
• Make recommendations to the Investigative Specialist 4 (Professional Conduct) relative to case dispositions; and
• Ensure the accuracy and timely submission of required reports and administrative tasks as assigned.
The minimum qualifications required for this vacancy. Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent non-competitive service as an Investigative Specialist 2 (Professional Conduct).
Non-Competitive Appointment: For non-competitive appointment, candidates must have:
Either 1. One year of permanent non-competitive service as an Investigative Specialist 1;
Or 2. Seven years of experience in a field investigative position or investigations of medical misconduct preliminary to civil litigation or criminal prosecution., which must include:
• Conducting interviews of witnesses and others;
• Taking written statements and affidavits;
• Collecting and analyzing physical and documentary evidence; and
• Preparing detailed written reports of investigative findings.
SUBSTITUTION: An associate’s degree in criminal justice or related field may be substituted for two years of qualifying experience. A bachelor’s degree in criminal justice or a related field may substitute for four years of qualifying experience. Related fields include law enforcement, police science, criminology, criminal investigation, criminal justice administration, public justice, police studies, forensic accounting, forensic psychology, forensic science, and economic crime management.

This will be a contingent permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or work experience will be required at the time of interview for all candidates. This position will require 10% in-state/Statewide travel. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.
This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
