Job Specifics

Duties Description Under the supervision of a Human Resources Specialist 2, the incumbent will be responsible for the following:

• Assist the Employee Benefits Unit (EBU) with duties related to the Leave and Accruals Tracking System (LATS) and provide guidance on time and attendance related policies and procedures.
o Answer time and attendance-related questions and assist employees with discrepancies on accrual statements (T&A mailbox).
o Oversee the timely and accurate processing of biweekly time sheets.
o Process the following time and attendance programs in LATS:
? Voluntary Reduction in work Schedule (VRWS)
? Donated Leave
? Alternate Work Schedule
? Excused Leave
o Correct errors and update time history on time sheets that have been previously submitted and approved.
o Review 220 report and verify that appropriate documentation has been received. Make any necessary corrections to time sheets.
o Calculating remainder mins for employees on reduced work schedules.
o Work with the DHR Staffing Unit to update employee information in LATS (e.g., changes in titles, grade levels, divisions).
o E-mail final accrual balances to requesting agency for OSC employees who have transferred to another agency.
o Calculate total number of hours worked for hourly employees each pay period; this includes holiday hours worked (Holiday Worked Report).
o Enter new employee information in LATS and the Human Resources Information System (HRIS).
o Run various reports on a weekly basis within LATS to assure that information is accurate and that the system is functioning properly.
o Run reports and assist the Staffing Unit in determining the number of absences for probation extensions.
o Process Work schedule change forms.
o Process timesheets at the end of the pay period.

• Provide Administrative Support to the EBU:
o Prepare letter correspondence to employees.
o Sort and file employee benefits/time and attendance records.
o Prepare employee benefits information packets.
o Order health insurance publications.
o Send notification, enrollment forms and benefit information to employees.

• Assist in processing notifications of Workers’ Compensation claims:
o Access Call Center Intakes through the NYBEAS Worklist.
o Send out WC questionnaires to employees.
o Enter information within NYBEAS and/or C-2.
o Update LATS to reflect time off related to WC.
o Communicate with representatives for the State Insurance Fund regarding WC cases.
o Complete the yearly Public Employees Safety and Health (PESH) report.

• General Office Support:
o Create packets for OSC New Employee Orientation.
o Assist in post-orientation review; ensuring all required documents are received and forwarded to the appropriate unit for processing.
o Perform miscellaneous clerical duties in support of office operations.
o Other projects and duties as required by operational needs.

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

Transfer:
For 70.1 transfer to an Office Assistant 3 (HR), salary grade (SG)-14, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-12 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
