Job Specifics
Duties Description Under the supervision of a Deputy General Counsel, the Principal Attorney will manage the Transactional and In-House Counsel divisions within the Department of Labor (Department) Counsel’s Office. The Principal Attorney will have supervisory responsibilities and provide expert legal advice and assistance to the Department’s General Counsel and Commissioner of Labor related to the Department’s transactional programmatic activities, including federal and state workforce development and employment security programs, legislative and regulatory affairs, audits, related litigation, and other legal matters. The Principal Attorney will support agency policymaking, and handle legal issues that are precedent setting, complex, unique, or highly sensitive. Specific duties include but are not limited to:
• Direct and review the work of Supervising Attorneys and other Counsel’s Office attorneys.
• Establish and implement procedures for Counsel’s Office attorneys and support staff.
• Serve as an expert and resource for the Department’s leadership, including the General Counsel and Commissioner of Labor.
• Act as the primary legal advisor on transactional matters for the Department’s Deputy Counsels and General Counsel.
• Prepare memoranda of law and confer with outside parties on legal actions to mediate, negotiate, or settle issues related to the Department’s mission and programs.
• Advise internal and external stakeholders on issues related to the Department’s transactional activities, including other executive agencies and the legislature.
• Advise leadership within the Department on legal matters having a bearing on the Department’s work, procedures, and policies.

Admission to the New York State Bar and current registration to practice law in New York State is necessary for continued employment. Disbarment or loss of registration shall result in termination or suspension of employment.
Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Principal Attorney if you have less than one year, you must be reachable on the current Principal Attorney eligible list for this location, if one exists.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 31/M-4 or higher* determined to be administrative by Civil Service.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Supervising Attorney. If 3 or fewer qualified Department of Labor Supervising Attorney respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Supervising Attorney without further examination.
*Transfer candidates must possess a law degree from an accredited college or university and be able to provide evidence of current registration to practice law in New York State.
*Transfer candidates qualify for one consecutive upward transfer of one M grade or two salary grades.

• Experience with complex legal matters and novel legal interpretations.
• Experience negotiating outcomes among multiple parties or stakeholders.
• Strong written and verbal communication skills.
• Strong analytical, critical thinking, and problem-solving skills.
• Ability to initiate and maintain relationships across a diverse set of stakeholders.
• Ability to handle multiple and shifting priorities.
Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Telecommuting is available and can be discussed at the time of interview.
Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
